Gachapon toys are traded from GachaTickets, which can be bought at Yori's General Store or awarded by the Punchcard app in your carrotOS by opening the Tsuki Odyssey a couple of days in a row. The tickets can be used in Gacha Machines, so far there's one machine available, which is found in the Town Hall.
a loading screen item card seems to indicate the gacha machine can be purchased for 200,000 carrots with the tooltip “Wait, you can buy this thing!?”
